Dev Rig - Local mode

Just a query about the recent mail out for using the developer rig. There is a fairly large segment dedicated to 'Local mode' but as far as i am aware local mode was removed recently and online mode is the only supported path. Is there the intention to bring it back, or perhaps some outdated documentation?
